Since 2015, Portugal has tightened enforcement of a long-standing law requiring anyone providing paid holiday accommodation to register the entry, exit and identification details of all non-Portuguese citizens using that accommodation.

This law came into force in Portugal, and in other EU countries, with the gradual implementation of the 1990 Schengen Agreement, which aims to prevent human trafficking and other illegal practices. In this case, it is specifically Article 45 of the Schengen Agreement and the Local Accommodation Law in Portugal that gave greater prominence to this rule.
